Ed Newberry, Global Managing Partner, Team Lead

Profiled in The New York Times in 2006 as a former congressional staffer who is “Now a King of K Street” in an article titled, “Wing-Tipped Migration: Five Prominent Men and How They Got from Congress to K Street,” Ed is Global Managing Partner of Squire Patton Boggs. His work has been highlighted by the trade industry press, including National Journal and Roll Call, and The Hill identified him as one of Washington’s leading top lobbyists.

Ed represents a wide range of clients, including trade associations, governmental entities and multi-national corporations, on complex policy matters involving all levels of government.

Before joining the firm in 1991, Ed served as a senior staff member in various congressional staff positions, including chief appropriations staff and press secretary to US Representative Frank R. Wolf (R-VA) and associate staff member on the House Appropriations Committee.

Former Congressman Jack Kingston (R-GA) – Team Lead

In Congress, Congressman Kingston earned a reputation as an effective legislator with a keen ability to resolve complex matters by reaching across the aisle. He represented Georgia’s 1st Congressional District from 1993 until 2015. He was Vice-Chairman of the House Republican Conference and Chairman of the House Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies, as well as the House Appropriations Subcommittee on Agriculture, Rural Development, Food and Drug Administration, and Related Agencies.

Timothy W. Drake, Associate

Tim represents universities, municipalities, private sector companies and nonprofit organizations on a range of legislative and regulatory matters related to education, agriculture, transportation and healthcare. He assists clients in the development and implementation of comprehensive strategic plans, identifies federal funding opportunities, and provides guidance on the potential impacts of major reauthorizations and other federal policies. Tim also advises and supports clients during the rulemaking process and in their interactions with federal agencies.

During law school, Tim was a senior articles editor on the American Criminal Law Review and a board member of the Georgetown chapter of the American Civil Liberties Union. Tim also worked extensively as a research assistant to a professor of Health Law and Economics, working closely on Affordable Care Act implementation, contributing to a successful grant proposal, and receiving the ABA/BNA Award for Excellence in Health Care Law. Tim earned his bachelor’s degree in political science with a concentration in American politics.

Katie Novaria, Public Policy Advisor

Katie Novaria comes to the firm with nearly a decade of experience on Capitol Hill. She most recently served as a Professional Staff Member for the House Energy and Commerce Committee’s Subcommittee on Health. During her time on the Committee, Katie provided policy counsel on a portfolio of issues for Committee Members, while managing stakeholder engagement in the legislative process. She collaborated with House and Senate staff in writing more than 20 pieces of health legislation including the 21st Century Cures Act, SGR Repeal and Medical Provider Payment Modernization Act of 2015, and a number of bipartisan public health bills. Katie also worked closely with the National Institutes of Health, Centers for Disease Control and Prevention, and Centers for Medicare and Medicaid Services.

Before joining the Energy and Commerce Committee, Katie worked in the offices of both Congressman Fred Upton (R-MI) and Congressman Joe Knollenberg (R-MI). In these roles, she managed constituent relations and correspondence and advanced the communications agenda through press releases, constituent recognition and the introduction of new media.

Genevieve Bresnahan, Senior Public Policy Specialist

Genevieve Bresnahan utilizes the knowledge and policy experience gained from working on Capitol Hill to advise clients on pertinent policy issues in several areas, including foreign affairs, immigration, transportation and infrastructure, local governments and higher education. In addition, leveraging her cultural heritage and language ability, she serves as a policy specialist to the firm’s Latin America practice.

Immediately prior to joining Squire Patton Boggs, Genevieve served in a variety of capacities in the office of Congressman Pete Sessions (R-TX). Her roles included Coordinator for the Pete Sessions Leadership and Growth Program, Staff Assistant and Legislative Correspondent. She has proven herself to be an integral member of Congressman Sessions’ staff from 2013 to 2015 and accumulated wide-ranging Capitol Hill experience and practical understanding of congressional procedure and process.
